| dc.description.abstract | Las organizaciones de la sociedad civil (OSC) en México constituyen un sector muy importante para la sociedad, ya que contribuyen a la participación ciudadana y son generadoras de desarrollo y de bienestar social; muchas de estas organizaciones dependen de recursos federales, sin embargo, el gobierno actual ha cambiado su posición hacia las ONGs, limitando la transferencia de recursos dirigidos hacia ellas, se supone que las organizaciones que han trabajo en su fortalecimiento institucional tienen mayor oportunidad para salir adelante ante esta incertidumbre financiera; asimismo, la fortaleza institucional condiciona su permanencia y buen desempeño. El objetivo de esta investigación fue analizar la capacidad organizacional de las OSC para valorar su fortaleza institucional en el municipio de Cuetzalan. Para ello, se realizó una investigación mixta de tipo cuantitativo-cualitativa, basada en un cuestionario, entrevistas y observación directa a nueve organizaciones. Los resultados indican que las áreas de trabajo de las OSC están relacionadas con los temas de educación, bienestar social, medio ambiente y defensa de los derechos humanos; además, la mayoría combina al menos dos formas de planeación, tienen fuerte comunicación interna y vinculación a nivel local; poseen un recurso humano fortalecido, sin embargo, dos tercios de ellas no cuentan con un plan de procuración de fondos y no disponen de un fondo patrimonial; las organizaciones no están de acuerdo con la generalización de desconfianza que hizo el gobierno federal de todas las OSC. En conclusión, las organizaciones entrevistadas tienen presente y visibilizado el tema del fortalecimiento institucional, además, tienen identificadas las áreas que necesitan reforzar; poseen un conjunto de fortalezas relacionadas con las características de su personal, el conocimiento de la problemática, radicar en el lugar y la vinculación local, no obstante, las áreas de planificación estratégica y procuración de fondos se encuentran poco desarrolladas. _______________ INSTITUTIONAL STRENGTHENED OF THE CIVIL SOCIETY ORGANIZATIONS OF CUETZALAN DEL PROGRESO, PUEBLA. ABSTRACT: Civil society organizations (CSOs) in Mexico constitute a very important sector for society, since they contribute to citizen participation and are generators of development and social welfare; many of these organizations depend on federal resources, however, the current government has changed its position towards NGOs, limiting the transfer of financial resources directed towards them, it is assumed that the organizations that have worked on their institutional strengthening have a greater opportunity to move forward in the face of this uncertainty. financial; likewise, institutional strength conditions their permanence and good performance. The aim of this research was to analyze the organizational capacity of CSOs to assess their institutional strength in the municipality of Cuetzalan. For this aim, a mixed quantitative-qualitative research was carried out, based on a questionnaire, interviews and direct observation of nine organizations. The research found that the areas of work of the CSOs are related to the issues of education, social welfare, environment and defense of human rights; in addition, most combine at least two forms of planning, have strong internal communication and link at the local level; they have a strengthened human resource, however, two thirds of them do not have a fundraising plan and do not have an endowment fund; the organizations do not agree with the generalization of distrust made by the federal government of all CSOs. The research concluded that the interviewed organizations have in mind and made visible the issue of institutional strengthening, in addition, they have identified the areas that need to be reinforced; they have a set of strengths related to the characteristics of their staff, knowledge of the problem, being in the place and local ties, nevertheless, the areas of strategic planning and fundraising are poorly developed. | es_MX |
