| dc.description.abstract | El municipio de Rancho Grande, presenta problemas de desempleo, alto nivel de pobreza, desnutrición infantil, baja cobertura de servicios básicos, alto índice de analfabetismo y caminos en mal estado, entre otros. El Plan de Desarrollo Municipal (PDM), se supone estaría solucionando estos problemas; sin embargo, no se ha realizado investigación alguna que aborde si realmente el PDM está cumpliendo con su misión social (contribuir a la solución de los problemas de la población). El objetivo de la investigación fue conocer los factores que favorecen y/o limitan la participación y coordinación de los diferentes actores en la planeación, gestión y operación de los Programas de Desarrollo Municipal de Rancho Grande, para entender si realmente se están resolviendo los problemas reales que enfrenta la población del municipio, y reforzar aquellas actividades de acción que estén funcionado, ó plantear nuevas alternativas de solución. Se aplicaron 80 cuestionarios a pobladores de 20 comunidades del municipio, el criterio de selección fué considerar los cuatro niveles de pobreza que existen en el municipio, baja, media, alta y severa. Se eligieron 5 comunidades por nivel de pobreza y se aplicaron 4 cuestionarios por comunidad. Se encontró que la educación es baja, no existe pertenencia de los pobladores a organizaciones, no hay coordinación y no considera la Alcaldía a los partidos políticos para llevar a cabo el PDM. En lo económico, no existe la creación de empleo, ni acciones para desarrollar el sector primario. La participación ciudadana en las etapas de planeación, gestión y operación es escasa. Los programas que se están desarrollando son asistencialistas, solucionan problemas de forma pero no de fondo. La atención al medio ambiente es incipiente, los servicios son deficientes, etc. Esto dificulta que los planes de desarrollo municipal resuelvan oportunamente las demandas de los pobladores que viven en las comunidades del municipio. _______________ SOCIAL PARTICIPATION AND DECISION MAKING FOR THE ELABORATION OF PLAN FOR MUNICIPAL DEVELOPMENT IN RANCHO GRANDE, MATAGALPA. ABSTRACT: The Rancho Grande Municipality, presents problems of unemployment, high level of poverty, infantile malnutrition, low coverage of basic services, illiterate index and roads in bad condition, among others. Its Plan of development (PDM), assumes would solve these problems; nevertheless, there are no investigation that confirm if really the PDM is fulfilling their social mission (to contribute to the solution problems of the population).The objective of this research was to know the factors that favor and/or limit the participation and coordination of the different actors in the planning, management and operation of the Programs of Municipality Development of Rancho Grande, to understand if really the real problems that faces the population of municipality are being salved, and reinforce those activities of action which are working, or to propose new alternatives of solution. It was applied a set of 80 questionnaires to settlers of 20 communities of the municipality. The selection considered the four levels of poverty, which exist in the municipality, low, average, high and severe. Five communities were chosen by their poverty level and then, there were applied 4 questionnaires by community. The results showed that education is low, the settlers are not integrated to the organizations, there is not coordination and the local government does not consider the political parties to carry out the PDM. In the economic, does not exist the creation of employment and there no actions to develop the primary sector. The citizen participation in the phase of planning, management and operation is scant. The programs that are being developed are existentialist; solve problems of form, but no the basic. The attention to the environment is incipient; the services are deficient, etc. This context of makes difficult that municipal plan of development opportunely solve the demands of the settlers who live in the villages of the municipality. | es |
